			<content:encoded><![CDATA[<p>March 17<sup>th</sup> 2013 &#8211; The success of Telin and TelkomGroup to conduct the Official Launch of Telkomcel on January 17<sup>th</sup> 2013 was continued in the Commercial Launch on March 16<sup>th</sup> 2013 in Dili, Timor-Leste with theme “TelkomCelebration”.</p>
<p>To bring more hype to this event, Telin Timor-Leste brought the well-known Indonesian band to Dili, Slank. It’s resulted to the area with full of people to watch the performance. Dedi Suherman, CEO of Telin Timor-Leste said that we invited Slank to Timor-Leste based on the survey result about the most favorite band in Timor-Leste, and Slank was in the top list. The survey has answered the fact that people in Timor-Leste are still familiar with the band as they could sing-along most of Slank songs very well.</p>
<p>Since received a license for Telecommunication Services and followed by the Official Launch 2 months ago, Telekomunikasi Indonesia International, SA has erected 63 Base Transceiver Station (BTS) in 6 (six) districts that have been utilized by 42.000 new customers.</p>
<p>Chief Operation Officer Telkomcel, Ambar Kuspardianto stated that since January 17<sup>th</sup> 2013, Telin has distributed 80.000 starter packs in Timor-Leste. “Of all those numbers, 42.000 numbers have been activated and used by Telkomcel’s new customers”, he continued.</p>
<p>Timor-Leste as one of the newest country in the world has attracted TelkomGroup through Telin to expand new business there. With most of the population utilize mobile phone as their way of communications, currently 7.000 youngsters of Timor-Leste study in Indonesia. With the existence of Telkomcel, it’s expected that the communication between the students and their family are accommodated efficiently.</p>
<p>Responding the massive demand of Telkomcel in, Telin plans to add 52 new BTS with objective to widen the coverage of Telkomcel to 95% of population and strengthen the position of Telkomcel to be the number 1 provider in Timor-Leste.***Corcomm</p>

Muhammad Budi Setiawan, Director General of Resource Management and Equipment Standard of Post and Information Technology (SDPPI), accompanied by Arief Yahya, President Director of PT Telekomunikasi Indonesia Tbk. (Telkom) and Syarif Syarial Ahmad, President Director of PT Telekomunikasi Indonesia International (Telin), and all managements of both companies, in Nikko Bali Resort and Spa, Nusa Dua – Bali.</p>

<p style="text-align: justify;">BATIC is an event organized by Telin for global operators to explore business opportunities, share knowledge &amp; information. <p style="text-align: justify;">PT Telekomunikasi Indonesia International (TELIN) achieved 15 years of spectrum licenses for mobile telecommunications services at a frequency of 900MHz, 1800 MHz, and 2.1 GHz band and the Registration Service Provider in the Democratic Republic of Timor Leste. By bagging the license, Telin was ready to hold service for <em>Global System for Mobile Communications</em>(GSM) and <em>third generation</em> (3G) in Timor Leste.</p>
<p style="text-align: justify;">“Timor Leste is an attractive telecom market, because it has the potential for subscriber growth. Taking into account of the purchasing power users, Telin is targeting to have 400 thousands subscribers in 2<a id="_GoBack" name="_GoBack"></a>017 or about 43% market share in Timor Leste”, said Sharif Syarial Ahmad, CEO Telin.</p>
<p style="text-align: justify;">According to Syarif, Telin will provide a complete service in Timor Leste, with strong support from PT Telekomunikasi Selular (Telkomsel) – which has a number of customers and the biggest infrastructure in Indonesia with substantial experience in operational, technical and commercial activities in the field of mobile telecommunications services. Telin will provide the core service in the form of wireless <em>broadband,</em>business solutions and digital lifestyle. In addition, Telin also will provide network-based service, such as data service and <em>Internet Protocol (IP) Transit.</em></p>
<p style="text-align: justify;">Telin&#8217;s infrastructure itself will be built on non-satellite network, via terrestrial microwave and optical networks. That infrastructure is a competitive advantage for Telin service compare to other operators in Timor Leste. The services that provided by Telin makes Timor-Leste connected to global network with the most efficient and cost effective. This is highly possible, given the Telkom&#8217;s optical network has been stretched to Atambua – which only a few kilometers from Timor Leste – in addition to Telkom had held the telecommunications services in Timor Leste.</p>
<p style="text-align: justify;">&#8220;Telin committed to build a terrestrial optical network in Timor Leste in the second year of operation and will be completed within five years. Optical terrestrial network will be a major resources for Timor Leste to become the country that ready to broadband&#8221;, said Syarif. To develop the GSM and 3G Services in Timor Leste, Telin will invest no less than US$ 50 million during the first five years. The largest portion of investment is focused on the development of Radio Network.</p>
<p style="text-align: justify;">&#8220;The people of Timor Leste should not be hesitate of Telin telecommunications services as the provision of those services supported by Telkom Group where Telin, in this case, serves as an international arms length for Telkom to provide Telkom Group services outside Indonesia&#8221; said Director of Telkom, Arief Yahya. &#8220;Through communication and internet, Telin will play an important role to increase economic productivity and education in Timor Leste&#8221;, he further added.</p>
<p style="text-align: justify;">&#8220;Telkomsel is committed to provide the best service which has been viewed by Indonesian so it can be enjoyed by people of Timor Leste&#8221;, said Alex J. Sinaga – CEO of Telkomsel.</p>
<p style="text-align: justify;">Moreover, in running a business in Timor Leste, Telin will invite local resources as a part of a corporate team to make sharing knowledge and expertise since Telin believes that business should be aligned with local conditions of Timor Leste. Telin belives, the development of telecommunications and information service in Timor Leste will benefit the country by providing a complete coverage of mobile services, the people of Timor Leste will be able to communicate with each other at anytime and anywhere.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">On Wednesday, 21th March 2012, held at Jamsostek Building &#8211; Jakarta, PT Telekomunikasi Indonesia International (Telin) with Radio e Televisao de Timor-Leste (RTTL) signed the agreement to extend the 6 MHZ transponder services for period of five years (15 April 2012 – 14 April 2017). The Director of Network Operations, Tulus Sudarsono and President of Council Administration Expedito Dias Ximenes from RTTL were attended for this occasion. The RTTL transponder agreement with Telkom Indonesia first began on April 13, 2007. It has been used in support of the successful elections in Timor-Leste which are currently underway. Apart from that, it also discussed the possibility of cooperation to relay the content of Telkom Group related to broadcast content and music.</p>

<p style="text-align: justify;">Some of the Project ever undertaken by Telin with GoTL (Government of Timor-Leste) is NCP (National Connectivity Project) in 2008. At this phase, Telin built WIMAX and internet facilities to meet the needs of voice communications, data &amp; video between departments and government agencies.</p>
<p style="text-align: justify;">In 2011, GoTL trusted Telin to integrate existing NCP, establish Fiber Optic network and data centre in Dili. For the future of telecommunication in Timor Leste, the government plan to implement next phase of NCP, which is planned to commence in mid-2012 after the election of Timor-Leste. Telin has committed to explore the possibilities of business in Timor Leste and continue its footprints overseas.</p>

<p style="text-align: justify;">Capacity Conference is a series of telecommunication wholesale events around the globe focused on providing the optimum forum to make new business connections and identify profitable growth opportunities. These events provide extensive networking opportunities to meet regional and international carriers and service provider around the world. On 20 – 22 February 2012, Capacity Conference was held once more in Dubai and named Capacity Middle East.</p>
<p style="text-align: justify;">On this occasion, Telin as the global carrier in the world’s telecommunications businesses utilize the opportunity to strengthening the network as well as exploring new business development opportunities. This is in line with Telin’s business plan which this year more focus on the Middle East and North Africa (MENA) market such as Saudi Arabia, United Arab Emirates, Egypt, Bahrain, Jordan, Qatar, Oman and Turkey. Capacity Middle East was chosen because it is the largest event in the MENA region and was attended by almost all carriers in the region. More than 10 meeting agendas with the Carrier was done by Telin’s delegates that on this occasion led by Natigor Sitorus, Marketing &amp; Sales Director.</p>
<p style="text-align: justify;">The conference runs during 3 days. On the first day, the agenda was started on discussion of the new carriers’ strategies for future growth in the Middle East. As the some of the interviewees, Rashid Abdulah, the CEO of Batelico Bahrain, Andrew Grenville, the Executive Vice President Investment of DU and others, highlights the rapid changes of Middle East, and thus, how to anticipate and overcome the obstacle to growth and protecting portability. At the end of the day, the panel discussion was held on the topic of promoting cooperation between carriers in the Middle East and creating a local data hub to drive telecoms growth.</p>
<p style="text-align: justify;">On the second day, the panel was begun on the topics of value chain and data service offering in the Middle East. Evaluation and differentiate the data services towards the driving demand is important to increase revenue which adaptation and integration are crucial. The topic was later moving on the discussion of new cable launches to increase the capacity between Middle East, Asia, Europe, and Africa (EAMEWE-4, IMEWE, EPEG, EIG, Gulf Bridge, TE North, TGN Gulf, EASSy), measuring the impact and anticipate the impact of new carrier service offering on capacity demand.</p>
<p style="text-align: justify;">Finally, on the last day of the event, Iranian carrier market was the main discussion. The analysis of strategy update and overview of access and IP infrastructure development were presented. On this presentation, the critical points were about the changes flow of voice and data traffic and capacity requirements to support Iran’s growing telecommunications market. The participants moving the topics of the Iranian market to panel discussion. In this section, the evaluation and measurement of development infrastructure such as assessing demand, understanding the impact, developing effective relationship were the main keys in Middle East growth market to meet broadband. <p><strong>The Synergy of Legal Unit Roles &amp; Function to Enhance the Telkom Group Value</strong></p>
<p><strong>Kuta – January 25 to 27th 2012</strong> – Taken place in Kuta Bali, PT. Telekomunikasi Indonesia (Telkom) and Telin joint effort to held the events named Legal Forum of Telkom Group. This event was held successfully, attended by 80 audiences from Telkom and Telkom subsidiaries company such as Telkomsel, Mitratel, Infomedia, Sigma, PIN, Metranet and Telin as well. The conference was opened by the Telkom Financial Director, Sudiro Asno, accompanied by Ririek Adriansyah, Telin CEO. Others in attendance were legal officers in Telkom Group who shared their knowledge and latest developments in the information in legal aspect.</p>
<p>Legal Forum Telkom Group 2012 features <strong>&#8220;The Synergy of Legal Unit Roles &amp; Function to Enhance the Telkom Group Value&#8221;</strong> was held in three days, where the first two days consist of panel discussion and workshop while team building were held in the third day. During the first day of the panel discussion focused on <strong>&#8220;Legal Aspect Review of Corporate Law &amp; Competition Law on Synergies Enterprises and Subsidiaries&#8221;</strong> presented by Wahyuni Bahar, Managing Partners from the Law Firm Bahar &amp; Partners. Continued with discussion on <strong>&#8220;Criminal Law Review especially on Corruption Associated with the Company Management Synergies&#8221;</strong> presented by DR. Setyo Utomo SH, MH from Jampidsus (Attorney General for Special Criminal). The last session is sharing synergies handling legal issue in the Parent Company &amp; Subsidiaries presented by Ike Andriani SH , Vice President of Corporate Secretary &amp; Corporate Legal PT Garuda Indonesia (Persero) Tbk and Siendy Wisandana, Head corporate Counsel Medco Energy International. accompanied by three moderator from Telkom Herdy Harman, Rudi Agustian and from Telkomsel Novarita Fitria.</p>
<p>On the second day, there were a sharing discussion handling problem on regulation, risk and legal issue among Telkom Group, bringing by keynote speaker: Herdy Harman, Vice President of Regulatory Management Telkom, Rudy Agustian, Vice President of Legal &amp; Compliance and Ikhsan, OVP Risk Telkom management.</p>
<p>Legal Forum Telkom Group is a form of Telin support in implementing its parent company spirit of team work and also as form of Telkom Group synergies by pooling competence of all member of the group and evidence of commitment to providing benefits, added value and service quality for customers.</p>
